Extra Foods Lonsdale OCP Amendment
The City of North Vancouver Lonsdale Extra Foods OCP amendment application has now passed third reading. I haven’t looked at the matter in any detail but there are several questions that immediately come to mind:
1. Is the amendment a gross enough departure from the OCP so as to be a conflict according to the Local Government Act?
2. What makes the rental units that were dealt in exchange for the density increase allowance below market rate? How was that market rate formula determined and how will it be implemented?
3. Is the density increase allowed in exchange for an increase in density in the absence of a change in the land use?
These are just a few of the issues that should be considered in a preliminary assessment of the propriety of council’s present decision. Fourth reading is around the corner, I would expect that to be held in the very near future. There may be a possibility that the public can still speak at that Council meeting.
